An actuator comprises a substrate and a displacement element arranged on the surface of the substrate, in which the displacement element comprises a piezoelectric ceramic layer and a pair of electrodes having the piezoelectric ceramic layer between them. The piezoelectric ceramic layer and the substrate have a Perovskit-crystal as the main component comprising at least Pb, Zr and Ti in which the maximum difference of the composition ratios Pb/(Ti +Zr) between the surface of the piezoelectric ceramic layer and the interior of the substrate is 0.02 or less and the total thickness of the actuator is 100 mu m or less. Independent claims are included for (A) a printing head comprising a passage part with a number of ink passages and (B) a printing head comprising a substrate and a number of displacement elements.
