A rotary-type cylinder device, where airtightness or liquid tightness of a fluid in cylinder chambers is achieved, and radial inclination of a rotary cylinder member is suppressed so as to reduce rotational loss caused by resistance during rotation. The device comprises cylinder chambers (23a-23d) opposed across a cavity portion (22), a rotary cylinder member (2) with a side wall (25) closing the cylinder chambers (23a-23d) from the radially outside, a piston retaining member (5) rotating about a rotation center position (X) eccentric from a rotation axis (o) of the rotary cylinder member (2), pistons (3, 4) rotatably held at rotation center positions (X1, X2) eccentric from the rotation center position (X), and an inlet, outlet, etc. for a fluid, penetrating the cylinder chambers (23a-23d).
