<P>PROBLEM TO BE SOLVED: To provide a device such that functions of a functional film formed on a base element is improved by making the functional film flat and uniform in thickness and its manufacturing method, and electronic equipment. <P>SOLUTION: The device 20 has functional films 36, 38, and 40 formed on a base element of a base body having the base element formed on substrates 23 and 24.
