SOLUTION: A plurality of input parts 2c for reading identification codes described in envelopes and inputting the codes are installed: first control parts 6 for outputting the number of the dropping point of small shelves 4 corresponding the identification codes when the identification codes are inputted to these input parts 2c are connected to the input parts: a main control part 8a for appointing the identification codes of the respective small shelves 4 and assigning the identification numbers corresponding to the identification codes: and the main control part 8a is connected to the first control parts 6 through a communication network 8b: and a data transmitting part 7 for transmitting small shelve information to the control part 8a of the respective small shelves 4 is connected to the communication network 8b. Accordingly, even if the steps of the classifying shelves 3 and the input parts 2c are increased and the number of the small shelves 4 for storing envelopes is changed, it is made almost unnecessary to amend the control program and the maintenance work is made extremely easy.
