PROBLEM TO BE SOLVED: To reduce the working cost while maintaining the productivity by minimizing the stand-by time of a working vehicle. SOLUTION: A position measuring part 21 measures a position P of a work vehicle 2. A stand-by time calculating part 51 calculates a stand-by time tw based on a position Pf of a work vehicle 2f to stop among the positions P measured by the individual operating vehicles 2, a time T1 required for the stop of one work vehicle 2, the number N of the work vehicle 2f to stop, a position Pb of a work vehicle 2b traveling behind the work vehicle 2f to stop and a target speed Ss of the traveling work vehicle 2b. When the stand-by time tw is more than 0, it is predicted that the stand-by is generated. In this case, a speed calculating part 52 calculates a decelerating speed S1 of the work vehicle 2b to minimize the stand-by time tw. A vehicle control part 28 controls the speed of the work vehicle 2b based on the command of the decelerating speed S1. COPYRIGHT: (C)2004,JPO
