PROBLEM TO BE SOLVED: To obtain an undercoating composition having high sealability to rusty surfaces and expressing excellent overcoatability and provide a method for coating using the base coating composition. SOLUTION: The undercoating composition contains (A) an OH-containing nonaqueous dispersion resin, (B) an OH-containing solvent-soluble resin and (C) an isocyanate compound. The ingredient (B) has chelate-forming ability. A solvent comprises≥50 wt.% aliphatic hydrocarbon. Various problems, e.g., sealability is solely acquired by many times of coatings as the coating is absorbed into the rusty surface when a conventional coating is applied to a remarkably rusty metal surface, overcoatability, adhesiveness and the like of the overcoat are reduced when the sealability is insufficient, and so forth are improved.
