PURPOSE: A cold water heating device using drain water heat is provided to directly/indirectly heat cold water in a cold water supply pipe by the drain water heat, thereby raising the temperature of the cold water to be mixed with hot water and reducing the consumption of the hot water. CONSTITUTION: In a cold water heating device using drain water heat, water is drained via a drain water heat emitting pipe(20-1) and a drain water overflow pipe(20-2). When cold water flows a cold water heat absorbing pipe(10-1) connected to a cold water supply pipe, the cold water is heated by the drain water heat in the drain water heat emitting pipe transmitted by heat exchange media(31) of a heat exchange water tub(30).
