PROBLEM TO BE SOLVED: To provide a semiconductor memory wherein a failure block is easily managed, and a device using the same.

SOLUTION: In the manufacturing process of semiconductor memories, a semiconductor maker forms a management block 105 for recording a management table capable of managing the addresses of optionally generated initial failure blocks 103 en block on a flash memory. Thus, since a system maker can form an entry table for controlling good/failed blocks with the information of the management block 105 as information when it manufactures a memory card or a device incorporating the flash memory 101, the process for inspecting good/failed blocks for the all of the blocks can be omitted.
