PROBLEM TO BE SOLVED: To suppress a gloss decrease of images and generation of gloss irregularities. SOLUTION: A control part 40 activates a heater 34 when a measured temperature T of a temperature sensor 35 becomes smaller than a target temperature Ta, and stops the operation of the heater 34 when the measured temperature T exceeds a temperature Ta+b higher than the target temperature Ta. The control part 40 activates a cooling fan 31 when the measured temperature T becomes a temperature Ta+d which is higher than the temperature Ta+b and not higher than a coloring temperature of a thermal coloring layer of a recording paper 10, and stops the operation of the cooling fan 31 when the measured temperature T becomes a temperature Ta+c between the target temperature Ta and the temperature Ta+b. The cooling fan 31 operates at the temperature Ta+d and stops at the temperature Ta+c.
