The invention relates to a radio resource control method and a mobile communications system implementing the method. According to the invention, the cell change procedures performed by the user equipment in an idle state are controlled dynamically with control information that is adjusted according to a predetermined time pattern. The invention enables for instance an advanced cell change in an idle state, thus reducing the probability of a handover while the user equipment is in a dedicated connection to the network.
