PROBLEM TO BE SOLVED: To provide an external working state management system capable of effectively confirming a working state of a worker even with a simple configuration.

SOLUTION: The system comprises an outputting device 1 which outputs radio signals including first identification information, and a receiving device 2 which receives the radio signals output from the outputting device 1 only within a predetermined distance from the outputting device 1. The receiving device 2 comprises a history information creating part 234 which creates a receiving history of the first identification information.
