PROBLEM TO BE SOLVED: To enhance productivity of a strip while suppressing scale defects in the strip.

SOLUTION: Temperature rise of a strip 18 on the outlet side of a finish rolling mill 8 is prevented even when the acceleration and the rolling speed in the finish rolling are increased, so that the productivity of the strip is increased without causing scale defects by accelerating the strip 18 under the finish rolling in three stages, setting the flow rate of sprays 10a-10f between stands to be larger than that of existing appliances, and controlling the temperature on the finish rolling inlet side by using a heating device 100 having a bar heater 5 and a descaling device 6.
