A valve is supported on the cylinder pivot structure, which connects the cylinder (20) between the frame (12) and linkage (22), to assume either blocking or on positions. The valve actuator (80) is supported from the cylinder pivot structure (42) and is operable with the extension and retraction of the cylinder to change the position of the valve for establishing a selected frame position.
