PURPOSE: An exhaust gas-purifying device for an internal combustion engine is provided to reduce the generation of nitrogen oxide in the exhaust gas by lowering the filling ratio and combustion temperature of the mixed air and to decrease particulate materials and carbon monoxide by supplying steam into a combustion chamber together with the exhaust gas in recirculating the exhaust gas. CONSTITUTION: An exhaust gas-purifying device for an internal combustion engine is composed of an EGR(Exhaust Gas Recirculation) control valve(18) installed to an EGR passage(16) for connecting between an intake system and an exhaust system of an engine(10); a steam generator for generating steam by evaporating the water; a steam supply and discharge device for supplying the steam generated from the steam generator to the EGR passage or discharging out the steam; and a control unit(20) for supplying the constant amount of the exhaust gas and steam into a combustion chamber to an operation range of the engine by controlling the EGR control valve and the steam supply and discharge device. The steam generator comprises a heating container(22) mounted to an exhaust manifold(14) of the engine to generate the steam by receiving the exhaust heat from the exhaust manifold and a storage container connected with the heating container by a connecting pipe to supplement the water.
