PROBLEM TO BE SOLVED: To provide a fluorine-based surfactant used mainly as various coating materials or molding materials of a printing material, a photosensitive material, a photographic material, a paint, a detergent, an optical material, a releasing agent, etc., and suitably as an additive for increasing penetrating property, wetting property, leveling property, surface function, etc., and consisting of a short chain compound having≤6C perfluoroalkyl group in the compound. SOLUTION: This fluorine-based surfactant is characterized by consisting of a fluorine-based compound having the same or different 2-4: F(CF<SB>2</SB>)<SB>2m</SB>(CH<SB>2</SB>)<SB>n</SB>SO<SB>2</SB>- [wherein, (m) is 2 or 3; and (n) is 0-2 integer] and -COOM (wherein M is H, ammonium or an alkali metal) groups.
