PROBLEM TO BE SOLVED: To efficiently grind a thick paint film without causing deposition by solving the problem that, when a thick water-proof elastic coating film coated on a concrete body is removed, the coating film is deposited on the grinding surface of a wheel due to friction heat in the case of a conventional metal bond diamond wheel, and even when a rotary tool having a plurality of polycrystal diamond tips arranged on the bottom surface of a disk shape rotary body is used, the deposition occurs similarly to the case of the metal bond diamond wheel, if the thickness of the coating film is larger than the projecting height of cutting tip. SOLUTION: The polycrystal diamond tips are arranged on the bottom surface and also the outer peripheral surface of the disk shape rotary body. COPYRIGHT: (C)2004,JPO
