PROBLEM TO BE SOLVED: To provide a method for producing water-permeable and air-permeable material using glass as binding material and coating material, solving the problem that conventional auxiliary material or substitutional material for soil is weak, expensive, hard to make desired forms, and also causing the destruction of the natural environment and/or generation of large amount of industrial waste or architectural/civil engineering waste when mining the material. SOLUTION: The method comprises crushing architectural/civil engineering wastes such as ferrite-containing ceramics, concrete or tiles produced via a ceramic industry technique into appropriate sized pieces, and coating the pieces with waste glass powder or using the pieces to form a water-permeable and air-permeable solid. By this method, using industrial waste or architectural/civil engineering waste makes it possible to inexpensively produce auxiliary material or substitution material for soil endurable for long-term use.
