PROBLEM TO BE SOLVED: To improve controllability of fuzzy control by control such as PI control. SOLUTION: A fuzzy control part 22 is provided with a fuzzy control table where deviations between process values and set values of a control object and fuzzy control parameters corresponding to variations in the deviations are set, and outputs the fuzzy control parameter from the fuzzy control table as a fuzzy control output in accordance with a deviation and a variation of the deviation in each control output period. A PI control part 23 performs PI control in accordance with the deviation to output a PI control output in each control output period. A comparison and setting part 24 examines which proportional gain and integration time are used in PI control corresponding to the fuzzy control output and and obtains a proportional gain and an integration time, which correspond to the fuzzy control output, and sets a PI control table where a PI control parameter is made to correspond to the fuzzy control parameter, in a memory part 25 as the PI control parameter.
