PROBLEM TO BE SOLVED: To prepare a paper reel for replacing with a high-speed reel while always placing the position of the paper web thereof under the control. SOLUTION: A roller 22 is rotatably installed on a slide 17 vertically movably fitted to a carriage 11 allowed to move on the paper reel 8 laterally relative to the axis thereof. The carriage 11 also supports a lateral slide having a cutting device and an adhesive joining device allowed to move along the axis thereof. The roller 22 is rolled on the paper reel 8, the uppermost layer of the paper roll 8 is sucked and held on the paper reel 8 and raised as the roller 22 is rolled, the end portion thereof is cut off by the cutting device, and an adhesive tape is stuck on the inside layer of the paper reel 8 by the adhesive joining device. Then the roller 22 is rolled back to a start position, and the portion of the paper web adjacent to the edge of an web end is pressed against the upper surface of the adhesive tape.
