PURPOSE: A circuit and a method for generating a parameter deciding priority of master blocks are provided to offer the parameter, which is a reference for programming the priority and an occupational value of a system bus arbiter, in real-time. CONSTITUTION: A counter(505) receives a request signal generated for making the master block use the system bus and an allowing signal generated for making the arbiter allow the master block use the system bus. The counter counts up/down depending on the request signal, and is reset by responding to a short reference time signal. An SAP(Short Arbiter Parameter) storage(510) receives/stores a counted value as an SAP until the counter is reset. A short reference time measurer(515) generates the short reference time signal whenever the short reference time is passed. An LAP(Long Arbiter Parameter) controller(530) continuously accumulates the SAP output from the SAP storage for a predetermined time, outputs an accumulated value as an LAP, and is reset. A long reference time measurer(550) generates the long reference time signal whenever a long reference time is passed.
