PURPOSE: Provided are flexible fillers having foamable polystyrene resin particles embedded therein in granulated forms and a manufacturing method thereof, which enable the fillers to exhibit optimal flexibility and high-quality texture without deformation even after use for an extended period of time. CONSTITUTION: The method comprises: preparing foamable polystyrene-based resin particles having a diameter of less than 0.3 mm and an outer coating made of a textile fabric of two way spandex(S10); foaming the foamable polystyrene-based resin particles to have a volume of 28 to 35 times their original volume to give foamed fillers (S20); filling the foamed fillers into the outer coating through an entrance formed on the outer coating(S30); and sealing the entrance(S40).
