PROBLEM TO BE SOLVED: To facilitate construction and to ensure vegetation in a method for seeding and planting a slope to prevent the surface fall and surface layer collapse of a naturally collapsed mountain surface or a mountain surface cut off for land reclamation or road building. SOLUTION: A steel panel 4 is constituted by combining lateral bars 1 and vertical bars 2 to form a large number of squares 3 in lateral and vertical directions. The panels 4 are arranged in a lateral row on the slope of the naturally collapsed mountain surface, and each panel 4 is fixed by driving piles 5 formed by cutting reinforcements, at suitable parts on both sides, to carry out seeding and planting of the slope.
