PROBLEM TO BE SOLVED: To provide an electrolytic cell for efficiently diffusing ions eluted from an electrode and to prevent the discharge of the precipitate formed on the surface of the electrode to the outside of the electrolytic cell. SOLUTION: In the electrolytic cell equipped with a supply pipeline for supplying water to be treated into the cell equipped with the electrode eluting ions and a discharge pipeline for discharging the water treated in the cell, the outlet of the supply pipeline is opened downwardly toward the electrode.
