PROBLEM TO BE SOLVED: To provide a surveillance camera system capable of continuing surveillance using a reserved line of lower-speed compared with a dedicated line, even if a fault occurs in the dedicated line. SOLUTION: The system is equipped with a surveillance camera 1, an image compressing means 10 for compressing image data photographed by the surveillance camera 1 to generate a compressed image, an image transmitting means 14 for transmitting the compressed image, and a reserve image transmitting means 15 for transmitting the compressed image in place of the image transmitting means 14 if a fault occurs in the image transmitting means 14. When the reserve image transmitting means 15 transmits the compressed image, the compression rate of the compressed image is changed according to the transmission capacity of the reserve image transmitting means 15. The amount of image data to be transmitted is decreased due to rise of the compression rate of the compressed image, even if a transmission path of image data is changed to the reserve image transmitting means 15 of lower-speed because of faults in the image transmitting means 14.
