PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of stably yielding high transfer image quality by using an intermediate transfer member preventing the lowering of resistance due to transfer voltage and having the little change of electric resistance by environment. SOLUTION: The image forming apparatus has a latent image carrier on which an electrostatic latent image in accordance with image information is formed, a development device for visualizing the electrostatic latent image formed on the latent image carrier as a toner image, the intermediate transfer member to which the unfixed toner image carried on the latent image carrier is primarily transferred by a primary transfer device and a secondary transfer device for secondarily transferring the unfixed toner image on the intermediate transfer member to a recording medium. Then, the intermediate transfer member is constituted by incorporating fine composite particle powder which is constituted by coating the surface of inorganic oxide fine particle powder with a surface layer providing conductivity by electronic conduction and whose average major axis diameter is≥0.005μm and <0.1μm.
