PROBLEM TO BE SOLVED: To provide an inexpensive manufacturing process of a phenolic polymer which does not need an expensive enzyme as a catalyst. SOLUTION: The phenolic polymer is obtained by oxidizing a phenol of the general formula in the presence of a transition metal complex as a catalyst using a peroxide as an oxidizing agent. In the general formula, R<SB>1</SB>, R<SB>2</SB>, R<SB>3</SB>, R<SB>4</SB>and R<SB>5</SB>are each independently hydrogen, a halogen, a hydrocarbon group, a substituted hydrocarbon group, a hydrocarbon oxy group, an amino group, a substituted amino group or hydroxy group, and at least two of R<SB>1</SB>, R<SB>3</SB>and R<SB>5</SB>are hydrogens.
