PROBLEM TO BE SOLVED: To provide a functional stock paper suitably utilized as a waterproof but water-disintegrating sheet used for treating the filth of a pet or cleaning the toilet surroundings, capable of flushing the sheet after use as attached with soil or dirt in a flush toilet without soiling hands and disintegrated under alarge amount of water in the toilet, etc., in a short time, but enduring cleaning, etc., of wet filth or a designated aqueous formulated medicine, a functional sheet suitably used for a sheet for placing fried food, removing the oil of the fried food fried with the oil such as tenpura, etc., well and having less reattachment of absorbed oil with paper, a sheet for treating pet's filth, a cleaning sheet for the surroundings of the toilet, a sheet for placing the fried food and a method for producing them. SOLUTION: This functional stock paper is obtained by blending long fibers and short fibers by (7-8):(3-2) ratio, adding a water soluble thickening agent and water-disintegrating fibers by 1-15 wt. % and further 0.1-0.2 wt. % dried paper strength-reinforcing agent, papermaking by pressurizing roll air pressure at 6-8 kg/m<SP>2</SP>and setting crepe rate at 2-14 %, drying un-dried state paper at 80-100°C, fly-matching in a plurality of stock papers, slit-processing and emboss-treating.
