PROBLEM TO BE SOLVED: To provide a transceiver which induces an electric field based on information to be transmitted in an electric-field transmission medium, transmits and receives the information by using the induced electric field, and which utilizes the characteristic in which data communication with another computer becomes can be made possible or impossible depending on the thickness of an insulator base. SOLUTION: The amplitude range of an electric signal (voltage signal) relating to reception information is previously designated and then stored in a limitation conditions storage 20. And a transmitter 103 can perform data transmission only when the amplitude of an electric signal is within the designated amplitude range. The transceiver utilizes the characteristic in which data communication with another computer becomes possible or impossible depending on the thickness of the insulator base under control of feedback control of the transmitter.
