PROBLEM TO BE SOLVED: To provide an underwater structure used for erosion prevention, wave dissipation, tideland formation, seashore and underwater work, etc., a membrane frame for manufacturing the underwater structure and a manufacturing method of the underwater structure. SOLUTION: The underwater structure is constructed by mounting a bottom material 8 having high specific gravity to a bottom to pour a hardener into the membrane frame 1 having an opening in the upper part from the opening in an underwater site. In order to construct the underwater structure, a longer cylindrical body closing both ends with an optional sectional form is formed of a membrane material, an opening is formed in the upper part in the longitudinal direction, at the same time, a buoyancy body 6 is provided, and the membrane frame is mount the bottom material 8 with high specific gravity to the bottom. The buoyancy body is provided to the upper part, the longer membrane frame mounting the bottom material having high specific gravity to the bottom is settled in the underwater site, and the underwater structure is constructed by pouring the hardener from the opening formed in the upper part and solidified.
