PROBLEM TO BE SOLVED: To provide a method for producing a substituted pyridine N-oxide compound, using a phase transfer catalyst. SOLUTION: The substituted pyridine N-oxide compound represented by formula (I) (wherein, R1 to R4 are each H, carboxyl group or an alkyl group, or (R1 and R2) and/or (R3 and R4) may form a 4-20C alkylene group; A is benzyl or a (CH<SB>2</SB>)m group; Z<SB>1</SB>and Z<SB>2</SB>are each O or S; and Y is H, an alkyl group, an aryl group or a heterocyclic group, or Z<SB>2</SB>and Y may be combined to form a ring or a ring system) is produced from a corresponding 4-halopyridine N-oxide represented by formula (II) (wherein, X is chlorine, bromine or iodine). In the above method, the compound represented by formula (II) is reacted with a compound represented by the formula: HZ<SB>1</SB>-A-Z<SB>2</SB>-Y (III) at a temperature up to a reflux temperature in the presence of the phase transfer catalyst and a base.
