The cutting surface (114)is adapted to contact first an intima surface of the blood vessel (106) The apparatus (100) further has a shaft operatively connected to the cutting surface (114) and configured to rotate the cutting surface (114) relative to the blood vessel (106), while the penetration head (104) and the base section (102) are brought together, to effect a removal of a plug tissue section from the blood vessel (106).
