PROBLEM TO BE SOLVED: To suppress a failure of handover in an on-vehicle communication device 11. SOLUTION: The on-vehicle communication device 11 creates a list of candidate base stations to which the device wants to be wirelessly connected, decides the order of priority of wireless connection for station contained in this list, and transmits the list and the order of priority for each base station to an exchange station 122 to decide a base station to be wirelessly connected. When a place where a fault occurs is placed within a predetermined distance from a present position on a route, the order of priority for each base station is changed according to a fault history, and the changed order of priority for each station is transmitted together with the list to the exchange station. Accordingly, the exchange station can be prevented from deciding to perform new wireless connection with a distant base station, in an open space with a good view such as on a bridge. Accordingly, the device 11 is prevented from performing wireless communication with the distant base station in the open space with a good view. COPYRIGHT: (C)2004,JPO
