PROBLEM TO BE SOLVED: To overcome the problem of inconvenience of having a rat and the like intruding into a passage from an outside to an inside which is essentially formed among a drum, a shielding member, and a storage case because the shielding member which is openably/closably provided by shielding a part to be shielded is constituted in such a manner as to be wounded around the drum in the storage case, in a conventional shutter. SOLUTION: An insect-proof and rat-proof shutter is constituted as follows: the upper end of the shielding member 4 is coupled to the inner surface of the storage case 2 in the back of the drum 3, and suspended downward along the outer peripheral surface of the drum 3; and the drum 3 is rotated so that the shielding member 4 can be pulled up by a frictional force in a part of contact between the drum 3 and the shielding member 4.
