PURPOSE: Provided is a fluorine ions removal agent prepared by using waste abrasives containing cerium oxide as main substance and further provided is a method for preparing the same agent, which can recycle waste abrasives, reduce waste solids treatment cost, save natural resource such as rare earth metal and prepare the fluorine ions removal agent at low cost. CONSTITUTION: The agent comprises waste abrasives containing rare earth metal oxide such as cerium oxide as main substance. The method comprises the steps of removing coarse foreign matters from waste abrasives and dissolving the waste abrasives into acid, wherein the acid is hydrochloric acid or sulfuric acid, thereby obtaining rare earth metal.
