摘要 PROBLEM TO BE SOLVED: To provide a battery charger, wherein degradation in power generation capacity corresponding to the use is prevented. SOLUTION: The battery charger is constituted of a power-inputting means 1110 which inputs rotational power; a power-storing means 1120 which stores rotational power so as to discharge rotational power; a latch 1130, which allows rotation in such a direction that rotational power is stored and inhibits rotation in such a direction that rotational power is discharged; a latch-releasing means 1140 which cancels the inhibition of rotation; a flywheel 1150 which suppresses fluctuation in rotational power; a motor 1170, which rotates a rotor 1171 to generate power; an accelerating rotating means 1160 which rotates the rotor 1171 at increased speed; a boosting circuit 1210 which increases the voltage; a rectifying and smoothing circuit 1220 which rectifies and smoothes voltage; a primary charging battery 1240 which stores power; an overcharge-preventing circuit 1230 which prevents the primary charging battery 1240 from being overcharged; and a power output circuit 1250 which outputs the stored power.
