PROBLEM TO BE SOLVED: To act for recording or reading charge information on or from an IC card.

SOLUTION: An access program 18a requests an affiliated store server 5 to purchase an electronic ticket. A response program 78a encrypts corresponding information on the electronic ticket and transmits this information to a credit card company server 3 via a terminal device 2. The access program 18a transfers the request from the affiliated store server 5 to the credit card company server 3. The response program 48a decrypts the request, reads the information on the electronic ticket, and transmits a command to record the corresponding information on the electronic ticket to the IC card 22 of the terminal device 2. The access program 18a receives the command and controls an IC card R/W management program 18b to cause an IC card R/W part 21 to record the information on the electronic ticket on the IC card 22. The invention is applicable to an IC card charging system.
