The time required to stop a fuel cell system is shortened and freezing of a fuel cell is prevented. The fuel cell system comprises a controller for controlling the operation of the fuel cell. The controller operates the fuel cell in a dry state according to the state quantity (for example, impedance) of the fuel cell during operation. The controller can operate the fuel cell in the dry state before a system stop command is issued. The controller can switch the fuel cell from the operation in the dry state to that in a wet condition when the required output of the fuel cell or the vehicle velocity becomes equal to or higher than a predetermined value.
