PROBLEM TO BE SOLVED: To conduct vacuum packaging and flat shaping of an item to be packaged housed in a packaging bag at a time in an airtightly sealed chamber. SOLUTION: A lid plate 32 is horizontally fixed to a circular rotor 23 via a bracket 30 while a pressure-proof container 37 is vertically hung from the bracket 30. The lid plate 32 and the pressure-proof container 37 are revolved by the rotation of the rotor 23. When a packaging bag 55 housing the item to be packaged is supplied to a pair of clampers 40, the pressure-proof container 37 supports and transports the packaging bag 55. On the other hand when a wheel 71 of a bell crank 69 secured to the rotor 23 via pin 68 ascends a slope of a looped rail 72, the pressure-proof container 37 rotates to overlap the lid plate 32 and form a tightly sealed chamber. The rotary valve 81 produces vacuum in the chamber. The opening of the packaging bag 55 is sealed with a seal bar 34 and a seal table 39 and meanwhile the item to be packaged is made flat by giving vibration added to a rod 89 to the item to be packaged via an oscillation plate 90.
