<P>PROBLEM TO BE SOLVED: To efficiently control management for acquiring and releasing of resources in order to attain a maximum usage efficiency according to processing capacity of a storage unit, and processing for a data transfer operation. <P>SOLUTION: Data transfer capability between reading units, from a primary storage unit (image memory) 42 to a secondary storage unit (HD (hard disc)) 48, during data input and output is measured and stored. Using the measured data transfer capability, throughput of data input/output operation of image is controlled for the image forming device. When such an image input/output means as changeable in the data transfer capability is connected, control load is reduced by forbidding measurement of the data transfer capability.
