PROBLEM TO BE SOLVED: To provide a personal identification system or the like for effectively preventing illegal access (outflow of a template) to the template existing on a network. SOLUTION: The personal identification system is constituted by connecting a plurality of terminal units available for the personal identification of the biological information of users, the templates which are the reference of the biological information for the personal identification of the users, and a personal identification system server device through a public network. A database which stores a registration list of selecting and registering the terminal units available for the users, is further connected to the public network. The personal identification server system determines whether the terminal unit which accessed is registered in the registration list and permits downloading of the template only when determining that the terminal unit which accessed is registered in the registration list.
