PROBLEM TO BE SOLVED: To reduce an impact applied to a vane of a windmill and elongate the lifetime of the windmill. SOLUTION: This windmill is constituted of a support body 2, a rotating shaft 4 rotatably provided on the support body, rotating vane support frames 5, 6, 7 and 8 radially extending the rotating surface of the rotating shaft, and a rotating vane 20 provided on each of the rotating vane support frames. The rotating vane is constituted of an outer frame 21 having a space 22 in an inner part, a plurality of rotating rods 30 rotatably supported on the outer frame and vertically crossing the space in such a manner of being apart from each other, and a plurality of blades 40 eccentrically fixed to the rotating rod so as to have different areas at the right and left of the rotating rod when the rotating rod is a reference.
