PROBLEM TO BE SOLVED: To prepare a mascara which comprises a water-in-oil type emulsion composition having excellent water resistance, and the like, and has an improved catching-up effect and an improved curling-up effect. SOLUTION: This mascara comprising the water-in-oil type emulsion composition is characterized by containing plate-like powder subjected to a hydrophobic treatment and having an average particle diameter of≥20μm in an amount of≥5 wt. % and having an oil phase excluding the powder in a smaller amount than the amount of an aqueous phase.
