<P>PROBLEM TO BE SOLVED: To automatically select a plurality of representative points meeting desired conditions from a plurality of points. <P>SOLUTION: An arrangement point selector 16 arbitrarily selects the number of temporary representative points set by an initial setting section 14 from the plurality of points included in a targeted region. Then, the arrangement point selector 16 repeatedly executes processing for reselecting a plurality of temporary representative points so that a distance parameter determined based on the position information between the temporary representative points increases. After that, the arrangement point selector 16 determines the temporary representative point as the representative point. Such a representative point can be selected as a start point in the area division of the targeted region.
