PROBLEM TO BE SOLVED: To attain a normal time division multiplexing independently of a position of frame data. SOLUTION: Elastic memories 12, 13 respectively store data before multiplexing. Write control circuits 7, 8 control write of the data before multiplexing to the memories and a read control circuit 9 controls read of the data from the memories. A selector 14 selects either of the data read from the memories and provides an output of the selected data externally as data after multiplexing. Shift registers 1, 2 shift timings of external data before multiplexing enough to avoid occurrence of contention between write and read addresses. Phase comparator circuits 10, 11 compare the write address with the read address and invert a selector switching signal if there is a possibility of the occurrence of contention between the write and read addresses. Input selectors 5, 6 respectively select either of shifted / direct data before multiplexing and frame pulses before multiplexing and provide outputs to the write control circuits.
