PROBLEM TO BE SOLVED: To provide a method of manufacturing an image display medium by which particles can be uniformly packed between substrates with a proper packing ratio and to provide the image display medium. SOLUTION: Voltage is applied between external electrodes 26 and 28 attached to a display substrate 12 and a rear substrate 14, respectively, by using a voltage applying device 30 to form an electric field between the substrates. In this state, fluid in which a particle group 34 is dispersed is supplied between the substrates by a particle supplying device 32. Since the electric field is formed between the substrates, the charged particles are stuck to the wall surface of the display substrate 12 or the rear substrate 14 by Coulomb's force. Excessive particles are transported in the direction of fluid flow by resistance received from a fluid stream and discharged outside without being stuck to the wall surface. After a prescribed quantity of particles is stuck to the substrates, supply of the particles by the particle supplying device 32 is stopped and voltage application by the voltage applying device 30 is stopped. Finally, the external electrodes 26 and 28 are detached and end parts of the substrates are sealed by using a sealing member 20. COPYRIGHT: (C)2004,JPO
