PROBLEM TO BE SOLVED: To provide a heat-insulating foundation structure which has an excellent termite-preventive effect and in which the kind of a used finishing material is not limited, a heat-insulating material is installed easily even on an existing foundation or can be exchanged and the execution of work is facilitated, quantities of the heat-insulating material and the finishing material are decreased and a cost can be reduced. SOLUTION: The heat-insulating foundation structure is constituted so that the heat-insulating material 3 is installed on the external surface of a foundation rising section 1a while being extended to the ground surface 2a side from the top end 1c of the foundation rising section 1a exposed from a ground surface 2a, and the lower end 3b of the heat-insulating material 3 is arranged to a section upper than the ground surface 2a on the side, on which the heat-insulating material 3 is mounted, and the heat-insulating material 3 and the ground surface 2a are separated.
