<P>PROBLEM TO BE SOLVED: To provide an advertisement formation support system for quickly distributing handbill advertisements in compliance with a sales strategy, a sales promotion system, and a sales promotion method. <P>SOLUTION: In this advertisement formation support system supporting the formation of an advertisement for offering the information/advertisement of a commodity/service is provided with a database 2 storing information about the formation of the advertisement and a server 1 storing advertisement analysis information collected through an information management terminal in the database 2. On the basis of the information stored in the database 2, the analysis on reaction to the information, sales of the commodity, and an offer of the service is carried out.
