PROBLEM TO BE SOLVED: To provide a roll changing device for hot-rolling mills with which an upper work roll and a lower work roll of a hot-rolling mill with which a strip is rolled hot and continuously are changed rapidly at a short period of time without stopping a manufacturing line. SOLUTION: This device is provided with an ascendable and descendable rail 11 for pulling out an upper roll with which the upper work roll 7 in the housing 6 of the rolling mill, a fixed rail 14 for pulling out the lower roll of the housing 6 of the rolling mill with which the lower work roll 8 is supported movably, a ascendable and descendable spindle rest 19 with which a driving spindle 18 is supported when pulling out the rolls and a movable truck 17 which can be run in parallel to the flow direction of the line on the outside of the housing of the rolling mill on the operation side of the work rolls. A shift driving mechanism 25 for performing the extaction and insertion of the upper and lower work rolls 7, 8 by pushing and pulling engaging hooks 24 which are attachable and detachable to the upper and the lower shifting rails 20, 21 provided on this movable truck 17 and journal boxes of the upper and the lower work rolls, and a rotation preventing member 29 which can be fit in and extracted from the shaft ends of the work rolls are provided.
