PROBLEM TO BE SOLVED: To obtain improved efficiency and quicker responsiveness by using a small amount of liquid for transferring a great amount of heat and transmitting the heat of a heat collecting plate directly to a heating medium. SOLUTION: This plane solar heat collecting device having the plane heat collecting plate for receiving the heat of sunlight comprises a heat collector 4 consisting of the heat collecting plate 6 and a circular case 10 mounted on the heat collecting plate 6 with air tightness and having a steam generation chamber 5 formed inside. A fabric water supply film 7 is attached to the heat collecting plate 6 in the steam generation chamber 5 so that the heating medium in the steam generation chamber 5 evaporate by contacting with the heat collecting plate 6 through the water supply film 7.
