The invention relates to the management of handovers by controlling the network parameters so that the network capacity can be optimized. An UE measures signal strengths of cells in the area and transmits a measurement report to the network. An active set comprising information about the cells relating to the handover is maintained in the network and it is updated by comparing the measured signal strengths of the cells in the area to window set values comprising information about predetermined conditions to initiate the active set updating. According to the invention a value describing radio conditions in the area is determined from the measurement report values received from the UE. The determined value is compared to a threshold value set in the network and the window set values are changed in response to said comparison.
